Menyertai Memo Kemanusiaan Bersama Masyarakat Uyghur


Pada 26 Rabiul Akhir 1441H, 24 Disember 2019 Gerakan PENA Malaysia telah bersama dengan penganjuran Angkatan Gerak Minda Malaysia (AGRA) mempersetujui memorandum kemanusiaan besama Masyarakat Uyghur. Memandangkan masyarakat Islam di Republik China itu menghadapi penindasan yang sangat kejam, maka hal ini telah menarik perhatian dunia untuk mengenali kezaliman republik komunis itu.

Isi memorandum adalah seperti berikut:

A MEMORANDUM DEMANDING THE AUTHORITIES OF XINJIANG UYGHUR AUTONOMOUS  REGION IN PARTICULAR AND THE GOVERNMENT OF THE PEOPLE’S REPUBLIC OF CHINA IN  GENERAL TO IMMEDIATELY CEASE OPRESSING THEIR OPPRESSION OF THE UYGHUR PEOPLE  AND TO PROVIDE IMMEDIATE RESTITUTION FOR AND UPON THEIR RIGHTS TO LIFE, HONOUR,  DIGNITY AND PROPERTY IN ACCORDANCE WITH INTERNATIONAL HUMAN RIGHTS LAW

THIS MEMORANDUM IS ADDRESSED TO:

1. His Excellency Bai Tian, Ambassador of the People’s Republic of China to Malaysia
2. His Excellency Antonio Guterres, Secretary General of the United Nations (via the UN Country
Team in Malaysia)
3. His Excellency Saifuddin Abdullah, Foreign Minister of the Government of Malaysia
4. His Excellency Dr Yousef bin Ahmed Al-Othaimeen, Secretary General of the Organisation of
Islamic Cooperation
5. His Excellency Nicolás Maduro, Chairperson of the Non-Aligned Movement

WE, the undersigned individuals and civil society organisations (CSOs):-

A. EXPRESSSING our indignation and outrage at various reports contained in the media both
local and international detailing an ongoing and systematic violation of the human rights
and humanitarian needs of the Uyghur community native to East Turkestan (otherwise
known as the Xinjiang Uyghur Autonomous Region) who have reportedly been forced to
endure harsh oppression at the hands of Chinese authorities exerting pressure upon the
Uyghur community to cease their belief within and adherence to their native religion of
Islam and neglecting to tend based on the utterly false and misleading premise of the
need to eradicate extremism and terrorism.

B. TAKING NOTE AND COGNISANCE of the above actions and omissions by the authorities
of Xinjiang Uyghur Autonomous Region and the Government of the People’s Republic of
China which individually as well as collectively amount to a violation of the fundamental
rights and freedoms afforded to the Uyghur people as protected by the Universal
Declaration of Human Rights, the International Covenant on Civil and Political Rights, the
International Covenant on Economic, Social and Cultural Rights, the Cairo Declaration of
Human Rights in Islam and other applicable international human rights instruments.

DO in the name of universal values of freedom, equality, dignity, justice and human rights for all
make upon the Government of the People’s Republic of China the following DEMANDS:-

1. IMMEDIATE CEASSION OF ALL OPPRESSIVE ACTIONS UPON THE UYGHURS 
We note that various media have shown recent footage of hundreds of blindfolded and shackled
Uyghur prisoners being detained against their will in concentration camps where they are
indoctrinated with communist propaganda and denied the right to practise their Islamic faith on
pain of extreme punishment There seems to be no humanity accorded by the Chinese
government in its treatment of these detainees. We demand that all these detainees be released
immediately and their right to practise Islam be restored.

2. IMMEDIATE USE OF DIPLOMACY TO RESTORE THE RIGHTS AND DIGNITY OF THE UYGHUR.
We call on the Malaysian government to take the initiative to mediate a solution to the ongoing
religious suppression in China. We believe that China must understand that its continued
oppression against the Uyghurs will not fit-in well with the world Muslim communities whose
religious bond with the Uyghurs transcends borders. China must cease its emulation of the
barbaric practices of the Western powers such as that of the United States of America and its
allies the United Kingdom and the member states of the European Union of targeting Muslims
who practice their religion as potential terrorists and legitimising Islamophobia. Islam is a religion
of peace whose teachings are protected and allowed to be propagated and disseminated
pursuant to Article 19 of the UDHR and Article 10 of the CDHRI, among other applicable human
rights instruments and we thus urge that the right of Uyghur Muslims to practice their Islamic
faith be recognised and respected.

3. IMMEDIATE ACCESS BY INTERNATIONAL REPRESENTATIVES FROM INTERGOVERNMENTAL BODIES TO CONCENTRATION CAMPS UNLAWFULLY AND ILLEGALLY DETAINING UYGHURS IN XINJIANG
The Chinese government has restricted access to Xinjiang in recent years. Consequently, we call
upon prominent global bodies such as United Nations (UN), Non-Aligned Movement (NAM) and
Organisation of Islamic Cooperation (OIC) to be given access to the camps to investigate
allegations of human rights abuses. We believe this to be is vital because the special
representatives from the respective bodies may scrutinise the condition of concentration camps
to which our brothers and sisters among Uyghur Muslims have been subject to We also urge the
Malaysian government to play its role in putting a stop to the systematic human rights violations
being undertaken by the Government of the People’s Republic of China via the role of mediator,
and our hope is that China will cease its barbaric actions in Xinjiang and recognise the distinct
ways of life of the Uyghur community and their ownership of the Xinjiang region, as a minority
entitled to life and dignity per the constitution of the People’s Republic of China.

4. IMMEDIATE SUPPORT FOR THE WELFARE AND WELL BEING OF THE UYGHURS AND OTHER OPPRESSED MINORITIES IN CHINA
We call upon the authorities of Xinjiang Uyghur Autonomous Region and the Government of the
People’s Republic of China to provide immediate support for the various peoples and minorities
living within Xinjiang by, among others, taking steps towards holding special meetings followed
by decisive action regarding this matter in restoring the rights and dignity and providing living
support to the Uyghurs and other minorities in Xinjiang.
